If the PCs are use Destiny and may have even completed some Destiny then it can be ok for those "boss" type characters to enjoy the same but stay away for anyone who shouldn't be considered a "major" NPC.

I'd advise extreme caution when using Completed Destinies and various Background (RECG) or Organization (FUCG) to give mechanical game advantages to NPCs. An enemy Crunchy that can call Squishies as adds makes for a great fight because the party will scramble to take out the adds before they start getting walloped, and then have to pivot back to the high HP fatboi in the middle. Crunchies are the opposite - they have fairly weak accuracy and low-ish damage, but high initiative, a lot of HP and high defense that makes the fight last longer. Note that this is what you get if you build a tough nonheroic enemy by default. Maybe enough to drop a player with a really lucky roll. Squishies are enemies with low initiative, low HP and defense that typically die in one or two hits, but can hit pretty hard. Build your NPCs such that the fight will be enjoyable for your party, give them a real chance to show off, and pose a modest level of danger.Īnother good way is to decide if an enemy NPC is a "squishy" or a "crunchy." This is old parlance from MMORPGs. What it should mean in practice is that if you want your Sith Lord to have Double and Triple Attack and Dual Weapon Mastery 2 with 300HP and can always Full Attack as a Standard so that he can look really cool whirling his 2d8+2 lightsaber at your party for a while and give them a fun fight, you can do so. Note that if you're a jerk this is a great way to become a killer GM. Especially if the party is getting into higher levels. You can effectively build an NPC almost any way you want within reason anyway, so I tend to ignore the hard guidelines in creating them. An NPC can theoretically have any number of "background" events that can grant abilities as well as an arbitrary number of completed destinies and technological macguffins. I found that as a GM you can justify almost any sort of build within the rules if you're willing to stretch yourself a bit.
